India initiates anti-dumping investigation of rubber chemicals from China PR, EU and Russia

The application was filed by NOCIL Limited seeking initiation of anti-dumping investigation concerning imports of ‘Certain Rubber Chemicals viz., TDQ, PVI and CBS’.


The Directorate General of Trade Remedies (DGTR) has initiated anti-dumping investigation concerning imports of certain rubber chemicals viz., TDQ originating in or exported from China PR, European Union and Russia, PVI originating in or exported from China PR, and CBS originating in or exported from China PR and European Union.

The application was filed by NOCIL Limited seeking initiation of anti-dumping investigation concerning imports of ‘Certain Rubber Chemicals viz., TDQ, PVI and CBS’.

NOCIL has alleged that material injury is being caused to the domestic industry due to the dumped imports of each of the subject goods from the respective subject countries and has requested for imposition of the anti-dumping duties on the imports of each of the subject goods, originating in or exported from the respective subject countries.

According to DGTR, the period of investigation (POI) for the present investigation is October 2019 – September 2020 (12 months). The injury period under investigation will cover the periods 2017-18, 2018-19, 2019 –2020 and the period of investigation.

“The Authority, hereby, initiates an investigation to determine the existence, degree and effect of any alleged dumping in respect of the products under consideration originating in or exported from the respective subject countries and to recommend the amount of anti-dumping duty, which if levied, would be adequate to remove the injury to the domestic industry,” the DGTR said in its notification.
