India not to impose anti-dumping duty on import of DMF from China and Saudi Arabia

“The Central Government has decided not to impose the provisional anti-dumping duty on imports of Dimethyl Formamide (DMF) originating in or exported from China and Saudi Arabia proposed in the said preliminary findings
India has decided not to impose the provisional anti-dumping duty on imports of Dimethyl Formamide (DMF) originating in or exported from China and Saudi Arabia. “The Central Government has decided not to impose the provisional anti-dumping duty on imports of Dimethyl Formamide (DMF) originating in or exported from China and Saudi Arabia proposed in the said Preliminary Findings,” the notification issued by the Directorate General of Trade Remedies (DGTR) on December 1, 2020 reads.
Earlier, Balaji Amines Ltd, on behalf of the domestic industry, had approached the Directorate General of Trade Remedies (DGTR) to initiate the investigation on the import of DMF to India.
DMF is a colourless, high boiling polar aprotic solvent with a characteristic odor. It is stable on heating and under its distillation temperature range and is freely miscible with water, alcohols, ethers, ketones, ester, carbon disulfide and chlorinated and aromatic hydrocarbons.
The Period of Investigation (POI) in the present investigation was 1 January, 2019 to 30th September,2019 (9 months). The injury investigation period will cover the periods April 2016-March 2017, April 2017-March 2018, April 2018-March 2019 and the POI.
“The authority is of the view that imposition of provisional duty is required to offset dumping and injury, pending completion of the investigation. Therefore, Authority considers it necessary and recommends imposition of provisional anti-dumping duty on imports of subject goods from the subject countries,” the DGTR had recommended in its preliminary findings. The DGTR had recommended anti-dumping duty in the range of US$ 317.78 per MT to US$ 471.16 per MT.
