ONGC and bp expand offshore partnership with new Western Offshore Basin deal

bp has been appointed Technical Services Provider (TSP) for ONGC’s 43-block Western Offshore Basin—its most prolific offshore producing region and a cornerstone of India’s domestic crude oil and gas output


In a major boost to India’s offshore energy strategy, Oil and Natural Gas Corporation (ONGC) and bp have signed a new Technical Services Contract, extending their collaboration beyond Mumbai High to the wider Western Offshore Basin.
 
The agreement was formalised in the presence of Union Minister of Petroleum and Natural Gas Hardeep Singh Puri and Neeraj Mittal, Secretary, Ministry of Petroleum and Natural Gas.
 
Under the new arrangement, bp has been appointed Technical Services Provider (TSP) for ONGC’s 43-block Western Offshore Basin—its most prolific offshore producing region and a cornerstone of India’s domestic crude oil and gas output.
 
ONGC, which accounts for about 64 per cent of India’s domestic crude oil and natural gas production, will retain full ownership and operational control of the assets. bp will work alongside ONGC’s teams to deploy advanced technologies and global best practices aimed at improving recovery and operational efficiency.
 
The focus of the partnership will be on slowing natural production decline, boosting recovery from mature fields, and sustaining output growth through targeted interventions in reservoirs, wells, and production facilities.
 
ONGC will retain complete ownership and operational control of the assets. bp will work closely with ONGC’s multidisciplinary teams to identify and implement focused interventions across reservoirs, wells and production facilities.
 
Financially, bp will receive a fixed fee for the first two years, followed by a performance-linked service fee tied to incremental hydrocarbon production.
 
The latest contract builds on the earlier Technical Services arrangement signed in February 2025 for Mumbai High, where the partnership reportedly helped slow production decline and improve output through well optimisation and enhanced reservoir management.
 
ONGC Chairman and CEO Shri Arun Kumar Singh said, “Building on the encouraging outcomes at Mumbai High, this expanded collaboration will support improved recovery, greater efficiency and sustained production growth.”
 
bp India leadership said the partnership reflects confidence in scaling global expertise to strengthen India’s energy security.
