Paradeep Phosphates Limited (PPL), one of India’s leading fertiliser manufacturers, has signed an MoU with the Odisha government, proposing an investment of Rs 4,750 crore to develop new chemical and fertiliser facilities in the state over the coming years.

The MoU was signed on the sidelines of India Chem 2026 in Mumbai, in the presence of Odisha Chief Minister Mohan Charan Majhi. The proposed investment includes a new chemical plant and a bio-fertiliser manufacturing facility, along with initiatives to improve farm productivity.

The agreement was signed by Hemant Kumar Sharma, Additional Chief Secretary, Industries, on behalf of the Odisha government, and N. Suresh Krishnan, Managing Director and CEO of Paradeep Phosphates, on behalf of the company.

Senior officials present at the signing ceremony included Chief Minister Majhi, Rajeev Nambiar, Joint Managing Director of PPL, Bijoy Kumar Biswal, Chief Financial Officer, and Bibhudatta Panigrahi, Head of Corporate Affairs, along with senior Odisha government officials.

The proposed Rs 4,750-crore investment is expected to strengthen Odisha’s position in the chemicals and fertilisers sector, expand its industrial base and generate direct and indirect employment across the value chain.

The investment also builds on Paradeep Phosphates’ long-standing presence in Odisha, where the company plays a role in supporting India’s fertiliser requirements. The planned expansion is expected to deepen the link between industrial manufacturing, agricultural productivity and regional economic development.

The MoU also signals the Odisha government’s continued push to attract investment, strengthen manufacturing capacity and promote value addition across key industries.

With the proposed facilities, the state aims to build on its industrial strengths and expand its footprint in chemicals, fertilisers and allied sectors.

The Rs 4,750-crore proposal marks a fresh investment commitment by PPL in Odisha, with the planned facilities expected to support manufacturing growth, agriculture and employment generation.
