The GGIP embodies TotalEnergies’ multi-energy strategy and aims to sustainably develop Iraq’s natural resources
TotalEnergies, in partnership with Basra Oil Company and QatarEnergy, has officially launched the construction of the final two major components of the Gas Growth Integrated Project (GGIP) in Iraq.
Patrick Pouyanné, Chairman and Chief Executive Officer of TotalEnergies, and Saad Sherida Al-Kaabi, Qatari Minister of State for Energy Affairs, Deputy Chairman and Chief Executive Officer of QatarEnergy, met on September 14 in Baghdad with Mohammed Shia al-Sudani, Prime Minister of the Republic of Iraq, and Hayan Abulghani, Minister of Oil and Deputy Prime Minister, to announce the start of construction for the Common Seawater Supply Project (CSSP) and the full field development of the Ratawi oil field.
With this milestone, all four components of the GGIP—natural gas, solar, oil, and water—are now under execution. The GGIP embodies TotalEnergies’ multi-energy strategy and aims to sustainably develop Iraq’s natural resources, strengthen its electricity supply, enhance energy independence, and reduce greenhouse gas emissions.
The CSSP will be constructed near the coastal town of Um Qasr and will process and transport five million barrels of seawater per day to southern Iraq’s major oil fields. By substituting treated seawater for the freshwater currently drawn from the Tigris, Euphrates, and underground aquifers, the project will help preserve vital freshwater resources. It is expected to free up to 250,000 cubic meters of freshwater per day, which will be redirected toward irrigation and agricultural needs, alleviating water stress in the region.
At the same time, the redevelopment of the Ratawi field, one of Iraq’s lowest-emission oil sites, is advancing. The project, launched in September 2023, is progressing with Phase 1 targeting a production increase to 120,000 barrels per day (bpd) by early 2026. Phase 2, now commencing, will expand production to 210,000 bpd by 2028, with zero routine flaring.
Associated gas from Ratawi, totaling 160 million cubic feet per day (Mcf/d), will be fully processed through the 300 Mcf/d Gas Midstream Project (GMP), currently under construction. The GMP will also capture and process gas previously flared from two additional southern oil fields. This gas will be supplied to Iraq’s national grid, generating approximately 1.5 gigawatts of power—enough to provide electricity to 1.5 million Iraqi households. An early production facility with the capacity to process 50 Mcf/d of associated gas will also be operational in early 2026 alongside Ratawi’s Phase 1 oil production.
Patrick Pouyanné, Chairman and CEO of TotalEnergies, commented: “We are delighted to launch the final contracts of the Gas Growth Integrated Project, particularly the seawater treatment plant, which has been eagerly awaited by Iraq’s oil industry. In less than two years since the GGIP’s effective date in August 2023, TotalEnergies and its partners have fulfilled their commitments to the people of Iraq, launching all projects under this multi-energy initiative—the best showcase of our transition strategy. These projects will make a significant contribution to Iraq’s economy and create 7,000 jobs during the construction phase. I am also proud to confirm that the first phases of the associated gas, oil, and solar projects will begin as early as 2026.”
