Shell inks PPAs for renewable hydrogen electrolyser in Germany

The 100 MW electrolyser is designed to produce renewable hydrogen at scale


Shell Energy Europe, a subsidiary of Shell, has signed two separate power purchase agreements (PPAs) in Germany with Nordsee One and Solarkraftwerk Halenbeck-Rohlsdorf I/II. The agreements will secure a significant proportion of the renewable electricity needed to power the REFHYNE 2 hydrogen electrolyser under construction at the Shell Energy and Chemicals Park Rheinland in Germany.

Under a five-year deal with Nordsee One, the company will offtake roughly one-third of the output from the 332 MW Nordsee One offshore wind farm, operated by Northland Power and RWE.  

A second agreement, spanning ten years, will see Shell buy around 75% of the power from the 230 MW Halenbeck-Rohlsdorf solar project now under construction. Portions of both wind and solar output will directly feed the REFHYNE 2 facility at the Shell Energy and Chemicals Park Rheinland. 

The 100 MW electrolyser is designed to produce renewable hydrogen at scale, cutting carbon from the production of fuels, chemicals and other products supplied across Europe. By switching to green power for hydrogen generation, Shell expects to further drive down its Scope 1 and Scope 2 emissions at one of its key European hubs. 

"Through these renewable power agreements, we are bringing together our advanced trading capabilities and Low Carbon Solutions expertise to decarbonise Shell’s operations and customer products with pioneering renewable hydrogen technology,” said Andy Beard, Shell’s President of Hydrogen. “This is an exciting milestone for the REFHYNE 2 project and showcases Shell’s strategy of delivering more value with less emissions.” 

Nordsee One Managing Director Till Frohloff said the deal underscores the importance of offshore wind in cutting industrial emissions in Germany, while Solarkraftwerk Halenbeck co-CEO Karl-Heinz Remmers called the solar agreement proof that large-scale, subsidy-free renewable generation is now “a reality” in the country. 

REFHYNE 2 has been propelled by supportive EU and German policies promoting renewable hydrogen, and the project has also received funding through the EU’s Horizon 2020 innovation programme. 

The Rheinland Chemicals Park supplies products used across Europe—from transport fuels and EV lubricants to cosmetics, paints and electronic components—making the shift to renewable hydrogen a significant step in reducing the carbon footprint of everyday essentials.
