Russia launches 'New Materials' project, targets 130+ chemical products by 2030


President Vladimir Putin addressed the development of Russia's critical chemical industry, focusing on necessary steps for growth. The sector provides essential materials for construction, energy, agriculture, and electronics, ranging from simple goods to high-tech, internationally competitive polymers.

“Our task is to ensure that Russia’s chemical industry develops steadily, and that, on the basis of our strong resource and raw-material base, modern, successfully operating production facilities emerge – enterprises staffed with qualified personnel and using advanced, energy-efficient technological solutions that meet high environmental protection and ecological standards. As is well known, we have sufficient resources and a solid raw-material base. What is needed is for all of this to work, as I have said, on the basis of these high-technology solutions,” Putin said in a meeting on February 3, 2026, as reported by Kremlin.ru.

The meeting was attended by First Deputy Prime Minister Denis Manturov, Deputy Chief of Staff of the Presidential Executive Office Maxim Oreshkin, Minister of Economic Development Maxim Reshetnikov, Roskhim CEO Eduard Davydov, Chairman of the Board of Directors of Roskhim Igor Rotenberg, and Chairman of the State Development Corporation VEB.RF Igor Shuvalov.

Putin suggested that to ensure the strategic development of the chemical industry for years ahead, “we obviously need a comprehensive approach, we also need to coordinate the efforts of the business, the state, the regions and, of course, our research centres.”

To achieve these goals, Russia has launched the "Innovative Materials and Chemistry" national project, designed to facilitate the production of over 130 priority chemical products by 2030. The initiative places special emphasis on fostering development in small and medium-tonnage chemistry. Furthermore, the project aims to leverage significant investment from private enterprises, which are planning and implementing large-scale, high-tech projects.

“In this context, we will discuss the prospects for developing and mastering innovative technologies and product lines in the chemical industry, as well as what additional decisions are needed to improve the efficiency of Russia’s chemical industry, its companies and the sector as a whole on both the domestic and international markets, including issues related to the development of production infrastructure and export logistics,” Putin added.
