Moeve pours €100.7 million into greener Campo de Gibraltar operations to cut emissions

More than €51 million went to the San Roque Energy Park, while over €49 million was invested at the Puente Mayorga Chemical Plant


Moeve invested €100.7 million in environmental improvements at its Campo de Gibraltar operations in 2025, targeting emissions cuts, energy efficiency, water management, waste recovery and broader environmental performance at its two San Roque facilities.
 
More than €51 million went to the San Roque Energy Park, while over €49 million was invested at the Puente Mayorga Chemical Plant. Combined environmental investment at the two sites has reached nearly €224 million over the past three years, according to the company’s independently audited EMAS Environmental Statements.
 
The latest investment drive comes as Moeve pushes ahead with the transformation of its industrial operations, with projects ranging from water recycling and waste recovery to energy-efficiency upgrades and decarbonization.
 
Rosendo Rivero, director of the San Roque Energy Park, said: “The EMAS Environmental Statement highlights the progress we made in environmental management over the past year. The initiatives carried out in 2025 helped improve several indicators related to resource efficiency and the facilities’ environmental performance. 
 
"These results show the progress we have made and the work we are doing to continuously improve and manage our operations responsibly, in line with our sustainability commitments and our ongoing dialogue with the local community.”
 
At the Puente Mayorga Chemical Plant, director Javier López Pupo said the 2025 EMAS Environmental Statement reflects “the company’s ongoing commitment to investing in further improvements at a facility recognized as one of the most innovative in the industry. In 2025, we carried out major projects to optimize processes, improve energy efficiency, and advance decarbonization, with the aim of accelerating Moeve’s transformation and expanding our range of sustainable products.”
 
Water use cut by 17%
 
The San Roque Energy Park reduced its water consumption by 17% compared with 2023, while recycling a total of 733,000 cubic metres of water in 2025.
 
The improvements include upgrades to the stormwater network and a new outfall that has increased treatment capacity and helped cut final discharges by up to 14% over three years.
 
The water-recirculation plant, opened in 2024, is now playing a central role in reducing freshwater demand and improving resource efficiency at the site.
 
Waste recovery has also accelerated. The San Roque Energy Park recovered 61.5% of its waste in 2025 and is progressing with environmental permits that would allow animal by-products not intended for human consumption to be co-processed as raw materials for energy solutions.
 
More than 60% of Puente Mayorga waste recovered
 
The Puente Mayorga Chemical Plant recovered more than 60% of its waste during the year, reinforcing its shift towards more circular production.
 
Among the key projects was the installation of high-efficiency heat exchangers in the PACOL unit, together with upgrades to preheaters in several furnaces. Moeve says the changes are improving energy efficiency while reducing emissions.
 
The site also secured the reclassification of the sulfuric acid it generates as a by-product rather than waste, following more than two years of technical and administrative work.
 
The move gives the material a new use, improves process efficiency and reduces the amount of waste generated by the facility.
 
Circular economy and energy efficiency
 
The environmental programme forms part of Moeve’s wider Circular Economy Roadmap, certified by AENOR. The roadmap focuses on cutting freshwater withdrawal, increasing the use of waste as a raw material, reducing landfill volumes and protecting biodiversity.
 
Both San Roque facilities are also certified under ISO 50001, the international energy-management standard aimed at improving efficiency, reducing greenhouse-gas emissions and making better use of surplus energy.
 
Their environmental management systems are certified under ISO 14001, while their EMAS Environmental Statements have been independently audited by AENOR and validated.
 
The maritime terminal at the San Roque Energy Park has also had its environmental report verified under the Good Environmental Practices Guide published by Puertos del Estado.
 
Biodiversity remains part of the programme
 
Moeve’s environmental programme extends beyond its industrial sites.
 
Through its foundation, established in 2016, the company is involved in biodiversity projects around its production facilities. One example is the restoration and revitalization of the Madrevieja Environmental Station in San Roque, a protected wetland that hosts environmental education and biodiversity initiatives.
 
The site has received more than 14,000 visitors since opening to the public and supports projects aimed at recovering species including barn owls and European pond turtles.
 
Decades under EMAS
 
Moeve’s environmental reporting at San Roque is backed by decades of participation in the European Union’s voluntary EMAS environmental management and audit system.
 
The Puente Mayorga Chemical Plant has been registered under EMAS since 1997, while the San Roque Energy Park joined the system in 1999.
 
The framework requires participating organizations to operate an environmental management system, demonstrate continuous improvement and undergo independent verification. Moeve says the publication of its statements is intended to provide the public, institutions and local organizations with transparent information on the environmental performance of its facilities.
 
The company says the latest results underline its continued focus on reducing the environmental footprint of its Campo de Gibraltar operations while maintaining regular dialogue with the local community.
