Fluor Corporation has announced it has been chosen by America First Refining (AFR) to lead the front-end engineering and design (FEED) for a groundbreaking refinery in Brownsville, Texas — the first new US refinery in over 50 years.
The contract value was not disclosed, but Fluor said it will be recognized in the first quarter of 2026.
The facility is set to process more than 60 million barrels of domestic crude annually, turning American shale oil into gasoline, diesel, and jet fuel using commercially proven, cleaner technologies. The project is expected to bolster domestic energy resilience and support innovation in cleaner fuels.
“We are honored to partner with America First Refining on this landmark US project,” said Pierre Bechelany, Fluor’s Business Group President of Energy Solutions.
“Together, AFR and Fluor bring deep technical expertise and proven project‑delivery capabilities, positioning the project for successful execution. This collaboration reflects both companies’ commitment to advancing the nation’s refining infrastructure.”
