Assam Petrochemicals Ltd. has proposed to set up a 500 TPD methanol, 200 TPD acetic acid and a 5 MW power plant (natural gas based turbine) at Namrup in Assam's Dibrugarh district in the land area adjacent to its methanol and formalin manufacturing unit.

In its presentation to the Ministry of Environment and Forest for environmental clearance, the company said that natural gas is main feedstock for both products and is reformed in reformer to produce synthetic or reformer gas.

The acetic acid plant will be set up as a downstream production unit of methanol plant.

"Effluents emitted from a methanol plant are minor and a number of systems are normally incorporated to minimise the environmental impact. Similarly, effluents from acetic acid plant are also low in quantity," the company said.

According to the company, it is an expansion of the existing plant.

"Total land requirement for both the existing and proposed expansion is 108 acres, all of which have been already acquired. 84 acres have been developed for the existing units and township.

"A green belt has been already developed around the plant boundary covering more than 35 per cent of the total area with local species. In the residential areas, trees have been planted in every 20 m which are now beautifully developed. The process is continuing," it said.

The greenbelt around the proposed expansion project would be of three tiers of total width 50 m with spacing 2.5 m between the lines. This would comprise local and indigenous species.

The capital cost for environmental pollution control measures for the expansion project would be around Rs 7 crore with an annual recurring cost of Rs 20 lakh.

According to the company, baseline data is being collected for the proposed project and a study area of 10 km radius has been chosen.

Four sampling stations have been selected within the study area as per the guidelines of the Environment Ministry and Central Pollution Control Board based on predominant wind direction, upwind direction, crosswind direction, rural area representation and urban area representation.

Parameters like PM2.5, PM10, SO2, NO2 and ozone are analysed twice in a week for each station throughout the study period of 12 weeks.
