Toyo Engineering, Ronesans ink landmark MOU with Turkmenhimiya to expand gas chemical industry

Toyo Engineering Corporation and Rönesans Endüstri Tesisleri (RET), a group company of global contractor Rönesans Holding, have signed an MoU with Turkmenhimiya (TH), Turkmenistan’s state-owned chemical giant.
The MoU outlines cooperation on the Second Phase of a major overhaul aimed at “reliably start[ing] up the production of polymers” at TH’s ongoing large-scale gas chemical complex project.
The signing comes amid Japan’s renewed push to strengthen ties with resource-rich Central Asia. The “Central Asia + Japan” Business Forum was held in Tokyo on December 20, with participation from the Japanese government, leading Japanese companies, and representatives from all five Central Asian nations.
The MoU was first signed on December 19 during a meeting between the President of Turkmenistan and Japan’s business community. It was later presented at the Forum alongside Prime Minister Sanae Takaichi, President Serdar Berdimuhamedov of Turkmenistan, and leaders from the region.
TOYO brings deep experience in Turkmenistan’s chemical sector, having completed a gas processing, ethylene, and polypropylene plant project in 2018. In 2025, TOYO, in consortium with RET, implemented the first phase of the Kiyanly Polymer Plant overhaul to “reliably start-up the production” of its units.
RET also has a strong track record in Turkmenistan, delivering major projects including the Mary Ammonia-Urea Plant, Turkmenabat Sulfuric Acid Plant, the world’s first Gas-to-Gasoline (GTG) Plant in Ahal, and a 432 MW Gas Turbine Power Plant in Lebap Province.
Building on these successes, TOYO is now engaged in detailed planning, engineering, and partial procurement for the Second Phase. The MOU “sets forth the framework for cooperation” between TH, TOYO, and RET on the plant’s overhaul works.
“TOYO will leverage its extensive experience and expertise in gas chemical and fertilizer plant construction to contribute to the development of Turkmenistan through cooperation in expanding its gas chemical industries across the country,” the company stated. TOYO added that it will continue to “accelerate its business development in Central Asia and strive to enhance its global competitiveness.”
