CIPET conducts feasibility study on quality standards

The Central Institute of Plastic Engineering and Technology (CIPET) has undertaken a feasibility study on behalf of Department of Chemicals and Petrochemicals (DCPC) with the aim of identifying the gaps in the existing quality standards and for acces



The Central Institute of Plastic Engineering and Technology (CIPET) has undertaken a feasibility study on behalf of Department of Chemicals and Petrochemicals (DCPC) with the aim of identifying the gaps in the existing quality standards and for accessing the need for upgrading an modification of existing standards as a follow-up of the National Policy on Petrochemicals.

The outcomes are as follows:

1. The existing procedures adopted by BIS is sufficient to take care of the needs of the industry.

2. The stakeholder industry association will constitute technical coordination committee and bring out details as per the BIS performa requirement for fixation of new standards or modifications of the existing standards, which would then be taken up with BIS for upgrading of existing standards or fixation of new standards.

3. The areas in which mandatory certification is required will also be identified by stakeholder industry associations with due justification.

4. The report also suggested that there is a need to organize awareness ptogrammes.

5. BIS is also having well established Technical Barrier to Trade (TBT) cell.

6. Internationally proficiency testing programmes are very important for inter-laboratory comparison for determining the performance of individual laboratories for specific tests, credibility of laboratories, accuracy of measurement systems etc., in the country.

7. A regular mechanism needs to be evolved for participation in the development of international standards organisation like American Society for Testing and Materials, International Standards Organisation.

8. In BIS Plastics Standards are covered under the Plastic Sectional Committee PCD 12 and there are 10 sub-committees for various sub-sectors.

9. The DCPC has also identified through another feasibility study conducted by CIPET for creating additional testing facilities.

10. CIPET has identified and approved as a testing centre for the import clearances of plastic waste and scrap.
