SIBUR retains top credit ratings as investment cycle nears peak

SCI Pengyuan affirmed SIBUR’s long-term credit rating at “Ai” on the international scale and “AAA” on the Chinese national scale, with a stable outlook


Chinese rating agency CSCI Pengyuan has reaffirmed the long-term credit rating of PJSC SIBUR Holding, underscoring the Russian petrochemical giant’s strong market position and stable financial outlook despite ongoing pressure on the global petrochemical industry.
 
Following its annual review, CSCI Pengyuan affirmed SIBUR’s long-term credit rating at “Ai” on the international scale and “AAA” on the Chinese national scale, with a stable outlook.
 
The reaffirmation reflects SIBUR’s position as Russia’s largest petrochemical company and its continued strength in the domestic market. According to the agency, SIBUR benefits from a fully integrated value chain, a diversified product portfolio and secure access to raw materials through long-term contracts.
 
At the same time, SIBUR is strengthening its international footprint by expanding export channels and developing cooperation with overseas markets.
 
The company entered 2025 at the peak of a major investment cycle. By the end of the year, SIBUR had invested 483 billion rubles in the construction and expansion of production facilities, including major projects in the Republic of Tatarstan and Western Siberia.
 
The scale of these investments resulted in higher debt at the end of the reporting period. 
 
"The phased commissioning of new assets will further increase production capacity, diversify the product range, and ensure sustainable growth in output volumes and operational scale," the agency reported. But the agency expects that, given the project implementation schedule, the debt burden will gradually decrease in 2026-2027.
