Working group on chemicals and petrochemicals likely to submit report by Sept

The working group on chemicals and petrochemicals is expected to complete its report by September to be adopted for the 12th Five Year Plan.

The working group on chemicals and petrochemicals is expected to complete its report by September to be adopted for the 12th Five Year Plan.

From October till January 2012, the Planning Commission will collate the outputs received from the Department of Chemicals and Petrochemicals (DCPC) and various other departments and ministries and transform these into National Manufacturing Plan for implementation in the 12th Five Year Plan.

The DCPC has already communicated the terms of reference to its branches for onward submission to Planning Commission.

The DCPC has already appointed four members for the working group on chemicals and petrochemicals.

The draft terms of reference for the working groups are as follows:

1.To review the status and performance of the petrochemicals industry, both global and domestic
2.Future strategy and approach for the growth of the petrochemicals industry up to 13th Five Year Plan keeping in view international competition vis-a-vis domestic capabilities
3.The long term goals to be achieved in respect of the sector and strategies for achieving the goals
4.The critical milestones to be achieved within the 12th Plan Period for attainment of the long-term goals
5.Petrochemical feedstock issues
6.Infrastructural requirements to attract investments, increase competitiveness, etc
7.Fiscal and non-fiscal policy measures for sustained long-term growth
8.Export promotional measurers review the existing provisions and suggest new policy initiatives
9.Technology status, research and development initiatives and identification of potential linkages between industry and research organisations
10.Responsive care initiatives, eco-friendly processes, safety aspects and green chemistry initiatives
11.Downstream plastic processing industry including recycling industry covering current status, potential for growth, thrust areas, skill development, entrepreneur development,. etc
12.Plastic waste management, recycling and reprocessing of plastic waste or scrap and biodegradable plastic materials
13.Recommendations on programmes, schemes, measurers that are to be initiated, continued or discontinued in the 12th Plan period giving the broad budgetary estimates.
