DCPC seeks consultancy firms to conduct comprehensive evaluation of three schemes

Three schemes are: Plastic Parks, Centre of Excellence; and Chemical Promotion Development Scheme

The Department of Chemicals & Petrochemicals (DCPC), Ministry Of Chemicals & Fertilizers is seeking consultancy firms to conduct a comprehensive evaluation of three flagship schemes: Plastic Parks (10 approved parks; Rs. 40 crore/project cap); Centres of Excellence (18 R&D hubs; Rs. 5 crore/project cap); Chemical Promotion Development Scheme (CPDS) (industry knowledge-building).

The bid deadline is 7 July 2025 at 5:00 PM and estimated value is Rs. 12.5 lakhs. Contract period is 1 Year and EMD is Rs. 62,500 (exempt for MSE manufacturers/service providers). There will be two bids - Technical and Financial Bid (Two-Packet System).

The scope of work includes: Assess scheme performance, fund utilization, infrastructure quality & socio-economic impact, Identify bottlenecks, best practices, and sustainability gaps. Draft report to be delivered in 45 days and the final report in 55 days. 20% payment will be made for the draft report and 80% payment will be made for the final approved report.

Eligibility Criteria includes: 5+ years in government evaluation/research; Average annual turnover of Rs. 50 lakh+ (last 3 years); Proven experience of 3+ central/state/PSU studies (last 5 years); Project Director with 5+ years in statistical research; and MSEs get purchase preference (L1 + 15% price band).
