Neste secures EU backing for breakthrough renewable fuel technology

The SCOOP project focuses on developing a breakthrough co-processing technology that will enable the use of tall oil–based raw materials at Neste’s Porvoo refinery in Finland

Neste has been selected to receive support from the EU Innovation Fund for its SCOOP (Sustainable Co-Processing of Challenging Raw Materials) project, following the European Commission’s announcement on 3 November 2025. The project is among five Finnish initiatives chosen from a competitive pool of 359 applications, underscoring its significance in advancing Europe’s clean-technology landscape.

The SCOOP project focuses on developing a breakthrough co-processing technology that will enable the use of tall oil–based raw materials at Neste’s Porvoo refinery in Finland. Crude tall oil, a residue derived from pulp production using pine wood, is listed in Annex IX A of the EU Renewable Energy Directive and is therefore eligible for the production of advanced biofuels. By innovating around this challenging feedstock, Neste aims to unlock new opportunities for converting a wider variety of renewable raw materials into high-quality renewable fuels and feedstocks for the polymers and chemicals industries.

The integration of this new technology at the Porvoo refinery will depend on a future investment decision, which has not yet been made.

EU Innovation Fund grants are financed through revenues from the EU Emissions Trading System and are designed to accelerate the deployment of transformative clean technologies across Europe. With the selection of the SCOOP project, Neste now enters the grant agreement preparation phase with the European Climate, Infrastructure and Environment Executive Agency (CINEA). During this phase, the Commission and Neste will finalize the funding agreement, including the project budget, implementation schedule, technical milestones, and legal responsibilities.

Neste’s selection highlights the company’s continued commitment to technological leadership and its role in supporting Europe’s transition toward sustainable and resilient energy solutions.
