EESL subsidiary CESL floats bids for 100,000 electric three wheelers

The present RFP is to invite Electric Three Wheeler OEMs to provide quotations for different use cases to end consumers

Energy Efficiency Services Limited (EESL) wholly owned subsidiary Convergence Energy Services Limited (CESL) has floated bids for design, manufacture, and supply of 100,000 Electric Three Wheelers (E3Ws) (L5M/L5N) for different use-cases on a pan-India basis.

CESL is inviting proposals from E3W OEMs for the scope of work/technical specifications mentioned in the RFP. E3W (Electric Three Wheelers) or EV (Electric Vehicles) refers to vehicles that run solely on energy from batteries installed in the vehicle and do not have any internal combustion engine.

The present RFP is to invite Electric Three Wheeler OEMs to provide quotations for different use-cases to end consumers. All products should be compliant with FAME-II policy requirements and procurement will be done through e-tendering. The scope of the OEMs shall include designing, engineering, manufacturing, testing, inspection, supply, transportation, complete system warranty & transit insurance, delivery to the end-consumer, and provide after sales support.

CESL will deploy 1,00,000 E3Ws of various categories indicated in accordance with the requirements specified by the end-users, the compliance of minimum technical specifications, and the product availability to suit the indicated functional requirements within the stipulated period of 45 days from the date of issuance of LoA. The volume or quantity or lot size of electric three-wheelers remains firm. The actual quantity or lot size for procurement shall vary and remain dependent on the demand aggregated through CESL.

Procurement Quantity for Different Use Cases

  • Collection of Municipal Solid Waste by ULBs or private contractors deployed by local authority - 32,000
  • On-demand delivery of goods by sellers/service providers of hyper-local e-commerce market - 34,000
  • Last mile delivery of petroleum products including LPG cylinders - 6,000
  • Intra-city public transportation - 15,000
  • Refrigerated cold storage for vaccine transportation - 7,000
  • Refrigerated cold storage for food transportation - 6,000

On 11 June 2021, the Department of Heavy Industry issued a corrigendum for the FAME-II Scheme whereby Energy Efficiency Services Limited (EESL) has been appointed as the designated agency for aggregating demand of 300,000 E3W for multiple user segments. EESL is fulfilling this mandate through its wholly owned subsidiary Convergence Energy Services Limited (CESL). The business model of CESL is to ‘Buy & Sell’ or ‘Buy & Lease’ Electric Vehicles for several use-cases including E2W, E3Ws, E4Ws & E-Buses. 

CESL focuses on the development of renewable energy, electric mobility etc. with the ultimate objective of discovering business models around a convergence of the various initiatives of the company.
