Phillips 66 launches new gas plant in Permian Basin

Dos Picos II enhances natural gas liquids (NGL) capture and flow across the company’s integrated value chain

Phillips 66 has successfully launched its Dos Picos II gas plant in the heart of the Midland Basin, marking a key milestone in its Midstream growth strategy. The new cryogenic facility adds 220 million standard cubic feet per day (MMscfd) of processing capacity, doubling throughput from its Pinnacle assets to 440 MMscfd.

Designed with advanced ethane extraction capabilities, Dos Picos II enhances natural gas liquids (NGL) capture and flow across the company’s integrated value chain—from wellhead to midstream systems, fractionation, and export assets. It is the first gas plant built by Phillips 66 since 2019.

“This project reflects the strength of our Midstream team and positions us for long-term growth,” said Don Baldridge, Executive Vice President, Midstream and Chemicals.

Vice President of Midstream Operations, Bill Johnson, credited cross-functional collaboration and a strong safety culture for the project’s successful and timely completion.

The launch underscores Phillips 66’s commitment to disciplined execution and infrastructure expansion to support value creation across its midstream and downstream businesses.
