India plans to impose anti-dumping duty on import of PX-13 from China, Korea & US

India based NOCIL has filed application related to imports of Rubber Chemical PX-13 from China PR, Korea RP and United States of America based on which DGTR provisionally concluded that PX-13 have been exported to India from China, the US and South Korea at dumped prices, resulting into a material injury to the domestic industry

India is set to impose anti-dumping duty on rubber Chemical PX-13 imported from China, the US and South Korea. Initiating the investing against an application filed by NOCIL concerning the imports of Rubber Chemical PX-13 from China PR, Korea RP and United States of America, the Directorate General of Trade Remedies (DGTR) provisionally concluded that PX-13 have been exported to India from China, the US and South Korea at dumped prices, resulting into a material injury to the domestic industry. Hence, the DGTR, in its preliminary finding, has recommended duty in the range of $81.76-1570/ MT on the import of PX-13. 
 
Rubber Chemical PX-13, a key raw material used in tyre and non-tyre rubber sector. The period of investigation for the purpose of present investigation is April 1, 2019 to March 31, 2020. The injury examination period has however been considered as the period from FY17-FY20.
 
“Having initiated and conducted the investigation into dumping, injury and causal link in terms of the provisions laid down under the Anti-Dumping Rules, the Authority is of the view that imposition of provisional duty is required to offset dumping and injury, pending completion of the investigation. The Authority considers it necessary and recommends imposition of provisional antidumping duty on imports of subject goods from the subject countries,” the DGTR said in its notification.
 
The notification further reads : “The Authority recommends imposition of provisional anti-dumping duty equal to the lesser of margin of dumping and the margin of injury, so as to remove the injury to the domestic industry. Accordingly, the Authority recommends imposition of provisional antidumping duty on the imports of subject goods, originating in or exported from subject countries, from the date of notification to be issued in this regard by the Central Government.”
 
The Authority invites comments on this Preliminary finding from all interested parties and the same, considered relevant by the Authority, would be considered in the final findings, the DGTR said.
