SIBUR is the first company not participating in the Sakhalin experiment to close a deal to sell about 8,400 carbon units to two Sakhalin enterprises. Thanks to the acquired carbon units, the companies will be able to comply with the region's allocated quotas for greenhouse gas emissions. At present, the deal is the largest in terms of the sale of carbon units to offset quotas in the entire history of the Sakhalin experiment.

The buyers of carbon units obtained as a result of the implementation of the climate project at Sibur-Neftekhim were Intelligent Communal Systems Yuzhno-Sakhalinsk and Intelligent Communal Systems Korsakov. The agent for structuring the transaction was DOM.RF JSC.

Nadezhda Galaktionova, Head of Sustainable Development and Climate Solutions, SIBUR, said: "Based on the example of the Sakhalin experiment, we see that regulators have effective tools to reduce greenhouse gas emissions, and companies have effective solutions in this area. The purchase of carbon units to comply with quotas is certainly one of the drivers of the Russian carbon market, as well as an indicator of demand for carbon units."

Maria Alferova, CEO of the management company “Intelligent Communal Systems”, added: "Our subsidiaries in Sakhalin are implementing a large-scale program to modernize the heat supply system of the Korsakov and Dolinsky districts. Over the past year, 13 out of 20 new gas boiler houses have been built. However, due to the technological features of the switchover, it is impossible to simultaneously decommission the old coal boiler houses and achieve the target minimum emission indicators. As a result of using the carbon unit acquisition mechanism, we are able to fulfill our obligations to residents and the regional government, ensuring a balance of carbon emissions during the transition period."

Marina Slutskaya, Director of the Sustainable Development and International Cooperation Division of DOM.RF JSC, added: “This year, regional participants of the Sakhalin Carbon Experiment worked out for the first time the mechanism of fulfilling quotas by offsetting carbon assets. DOM.RF acted as an agent for Intelligent Utility Systems and facilitated the transaction of purchase and sale of carbon units and their subsequent offset. It should be noted that today, carbon market participants have created all the conditions for conducting such transactions and operations quickly and without barriers, which is certainly one of the main factors for the success of the Sakhalin Experiment.”

SIBUR produces carbon units through the implementation of climate projects to improve energy efficiency of production and natural climate projects. The company has already completed more than 25 transactions that have allowed SIBUR's customers and partners to reduce or completely eliminate the carbon footprint of their activities, products or events.
