Elcogen and Metrosert strike multi-year deal to expand solid oxide technology testing

The new capabilities will complement Elcogen’s existing product validation work

Solid oxide technology developer Elcogen has signed a multi-year cooperation agreement with the Estonian Center of Applied Research, Metrosert, to establish new test benches for testing and validating its solid oxide stack technology.

The agreement launches a substantial testing programme aimed at expanding Elcogen’s validation capacity as the company grows its partner network and gains access to additional advanced testing infrastructure.

The new capabilities will complement Elcogen’s existing product validation work, combining Metrosert’s expertise in applied research, measurement and testing with Elcogen’s own technology and validation activities.

The cooperation was discussed during a visit by Metrosert’s newly elected Management Board to Elcogen’s new headquarters and production facility, ELCO I, on the outskirts of Tallinn.

Metrosert was represented by Management Board Chairman Madis Raukas, Management Board member Monika Isak-Johanson and Management Board member Raul Vahisalu, alongside Priit Ilomets, Head of the Hydrogen Technologies Unit, and Lead Researcher in Hydrogen Technology Silvar Kallip.

Elcogen was represented by CEO and Founder Enn Õunpuu, Chief Technology Officer Jan Gustav Grolig, and Director of QHSE and Operational Excellence Christen Puust.

“Expanding our network of testing capabilities is an important part of supporting the continued development and validation of our technology,” said Enn Õunpuu, CEO and Founder of Elcogen. “Our cooperation with Metrosert gives us access to additional expertise and infrastructure in Estonia and provides a strong foundation for long-term technical collaboration.”

Metrosert Chairman of the Management Board Madis Raukas said the agreement would help strengthen testing capabilities for Estonia’s clean-energy industry.

“Elcogen is one of Estonia’s genuine deep-tech success stories, and it matters that validation of its world-class technology can happen closer to home. Through this cooperation we are building a solid testing capability in Estonia that supports not only Elcogen but other companies in the wider clean-energy industry,” said Madis Raukas, Metrosert Chairman of the Management Board.

For Metrosert’s hydrogen technologies team, the agreement also represents an opportunity to work directly on the validation of Elcogen’s technology.

“Being trusted to help validate work as important as Elcogen’s, with the independence and precision that testing demands, is something our whole team here takes real pride in, and these discussions showed real shared ambition on both sides,” said Priit Ilomets, Metrosert Head of Hydrogen Technologies Unit.

Grolig said the agreement fits Elcogen’s broader strategy of building partnerships around its technology while strengthening capabilities in Estonia.

“Elcogen has always viewed strategic partnerships as fundamental to our DNA,” said Jan Gustav Grolig, Elcogen CTO, adding, “While we are proud to be firmly embedded across the broader European clean energy ecosystem, building top-tier capabilities also here in Estonia matters just as much. That is why our new collaboration agreement with Metrosert is such a significant milestone.

"Having an agile, forward-looking partner right here in Estonia accelerates our shared mission and strengthens our product validation capabilities. A big thank you to Priit for expertly facilitating the discussions that made this agreement possible. Looking forward to what we will achieve together!”

The cooperation comes as Elcogen continues to develop its solid oxide technology platform for both fuel-cell (SOFC) and electrolysis (SOEC) applications. The company’s technology is designed for applications including green hydrogen production and zero-emission power generation.
