EU Commission unveils new guidelines to overhaul packaging rules

The move comes amid rising concerns over packaging waste

The European Commission has released guidance on the implementation of the Packaging and Packaging Waste Regulation (PPWR), aiming to standardize packaging rules across the EU and ease compliance for businesses and Member States. 
 
“The full application of this law will contribute to a more sustainable and competitive packaging sector across the EU and to strengthening the Single Market for packaging through common rules,” the Commission said.
 
The move comes amid rising concerns over packaging waste. In 2023, Europeans generated an average of 178kg of packaging waste per person. Without intervention, total packaging waste could surge by 19% by 2030 compared to 2018, while plastic waste could spike by as much as 46%. At the same time, businesses face heavy administrative burdens due to divergent national rules.
 
The new guidance clarifies key points of the PPWR, including when a company qualifies as a manufacturer or producer, and which items fall under the regulation’s definition of packaging. It also details restrictions on single-use packaging, enforcement of PFAS limits in food-contact materials, and the application of re-use targets.
 
“The guidance document and the FAQs do not replace, add to, or amend the provisions of the PPWR,” the Commission emphasized.
 
The guidance also tackles practical challenges, offering instructions on extended producer responsibility and setting up deposit and return systems. An accompanying FAQ addresses common questions raised since the PPWR’s adoption last year and will be updated as needed.
 
Next steps include translating the guidance into all EU official languages before formal adoption. The Commission will continue monitoring PPWR implementation to ensure smooth rollout. Additional measures are in the works, covering harmonized registration and reporting formats, waste sorting labels, recycled content in plastic packaging, and recyclability criteria, all developed in close cooperation with Member States, stakeholders, and trading partners.
