India initiates anti-dumping investigation on imports of Para-Tertiary Butyl Phenol

Vinati Organics has alleged that material injury to the domestic industry is being caused due to dumped imports of PTBP

Following a complaint from a domestic player, the Directorate General of Trade Remedies (DGTR), Govt. of India has initiated anti-dumping investigation concerning imports of Para-Tertiary Butyl Phenol (PTBP) originating in or exported from South Korea, Singapore and the USA.

The move is taken to protect the domestic industry from cheap imports. Vinati Organics Ltd. filed an application to the authority seeking an anti-dumping investigation.

PTBP is mainly used to manufacture a perfumery raw material para tertiary butyl cyclo hexyl acetate (PTBCHA). It is also used in production to manufacture a range of resins including epoxy, polycarbonate and phenolic resins.

According to the notification, Vinati has alleged that material retardation is being caused to the establishment of the domestic industry due to dumped imports of PTBP from these countries and has requested the imposition of anti-dumping duty on the import of PTBP.

Vinati alleged that the mentioned PTBP is being dumped into India and are identical to the goods produced by the domestic industry. The applicant alleged that there are no known significant differences in these products produced by the domestic industry and that are exported from South Koream Singapore and the USA.

In the notification, DGTR while announcing the initiation of an anti-dumping investigation on the said  products, said, "on the basis of the duly substantiated application by and on behalf of the domestic industry and having satisfied itself on the basis of prima facie evidence submitted by the domestic industry, substantiating dumping of product under consideration originating in or exported from the subject country, injury to the domestic and casual link between such alleged dumping and injury."

The period of investigation is from July 1, 2021 -June 30, 2022. The injury investigation period for the present investigation will be 2019-20,  2020-21, 2021-22, and the POI.
