India not to impose anti-dumping duty on imports of glycine from China

The Department of Revenue, Ministry of Finance, Govt of India has decided not to accept the recommendation of the DGTR.

The Directorate General of Trade Remedies (DGTR) has recommended the impositing of imports duty on glycine from China. The DGTR initiated the investigation on the application filed by Paras Intermediates Private Limited and Avid Organics Private Limited.

Glycine is an amino acid that has a single hydrogen atom as its side chain.

The period of investigation (POI) for the present investigation is April 2020 –March 2021 (12 months). The injury investigation period will cover the periods 2017-18, 2018-19, 2019-20 and the POI

After examining all the facts, the DGTR opined that “with regard to the submission that Glycine is used in essential and life-saving medicines and that domestic industry may not have capacity to meet the entire demand in India, the Authority notes that gap between total demand and capacity of the domestic industry cannot justify dumping of the subject goods into India. The Authority also notes that antidumping duty on import of the subject goods is levied to remedy unfair competition between dumped imports and domestic production. Anti-dumping duty in any case does not prohibit imports of the subject goods into India.”

Hence, the Department of Revenue, Ministry of Finance, Govt of India has decided not to accept the recommendation of the DGTR.
